Impact Fee Advisory Committee

The Impact Fee Advisory Committee (IFAC) is required by Idaho state law to guide how development impact fees are calculated, collected, and used. Impact fees are charges on new development that help ensure growth pays its fair share for essential public facilities, such as fire stations, equipment, and related infrastructure.

Role of the Committee

The Impact Fee Advisory Committee serves as a community-based group that:

  • Reviews and advises on the District’s Capital Improvements Plan, which outlines the long-term facilities and equipment needed to serve our growing population.
  • Provides input on impact fee calculations to make sure they are fair, transparent, and aligned with state requirements.
  • Monitors the use of collected fees to confirm they are spent only on eligible projects that expand capacity to meet new growth.
  • Helps connect the District and the community, ensuring local voices are part of decisions about growth and fire protection services.

Statutory Requirement

Idaho law requires every local government that collects development impact fees to have an Impact Fee Advisory Committee. This requirement is found in Idaho Code § 67-8205, which details the committee’s composition and responsibilities. You can read the full law here: Idaho Code § 67-8205.

Membership

The committee must include at least five members, with at least two representing the development community. Once fully appointed, the committee will begin its work alongside the District in shaping a facilities plan and impact fee ordinance for the future.
